Komdigi Set To Restore Wikimedia Access, Awaiting Critical PSE Registration Verification

Kominfo Digital (Komdigi) is set to restore access to Wikimedia services in Indonesia shortly. This restoration hinges on the completion and verification of Wikimedia’s registration as a Private-Scope Electronic System Provider (PSE) under Indonesian regulations. The process aligns with the government’s efforts to maintain a secure and accountable digital ecosystem nationwide.

Alexander Sabar, Director General of Digital Space Supervision at Komdigi, commended Wikimedia Foundation for actively engaging in communication with the government. He emphasized that Wikimedia’s commitment to comply with local regulations demonstrates a positive step toward transparency and cooperation. “Normalization of the affected service access will be carried out immediately after the registration verification process is complete,” Alexander stated on March 16, 2026.

Mandatory PSE Registration and Its Importance

The registration of Wikimedia as a PSE Lingkup Privat is mandatory based on the Ministry of Communications and Informatics Regulation No. 5 of 2020. This regulation stipulates that every digital platform processing personal data within Indonesia must register to fulfill administrative obligations. The aim is to enhance public accountability and guarantee that electronic system providers comply with national laws.

Through this registration, the government can establish official communication channels with Wikimedia. Such channels facilitate technical coordination in resolving issues related to illegal content and protecting digital user rights throughout Indonesia’s territories. Komdigi highlighted that the registration forms a critical part of Indonesia’s broader digital sovereignty strategy, ensuring all platform operators are traceable and responsible.

No Exemptions for Non-Profit Organizations

Despite Wikimedia’s status as a non-profit organization, this designation does not exempt it from adhering to data protection laws. Alexander Sabar clarified that openness in information dissemination must be balanced with respect for user privacy and national legal frameworks. Digital security threats can affect any organization regardless of its operational model, necessitating full compliance.

The government views official registration as an essential mechanism to safeguard user data rights and overall internet security. “Accountability through official registration ensures that Indonesia’s digital ecosystem remains safe, trusted, and accountable to the public,” Alexander remarked.

Technical Assistance to Expedite Registration

Komdigi actively supports Wikimedia’s registration process through its Online Single Submission (OSS) system. The OSS platform streamlines administrative procedures necessary for electronic system providers to meet regulatory criteria. To assist platforms during the registration phase, the government has set up an official helpdesk at helpdesk.pse.komdigi.go.id.

This helpdesk operates during regular business hours and addresses technical and administrative challenges faced by platform operators. By providing this assistance, Komdigi aims to minimize delays and foster smooth compliance with legal requirements.

Implications for Wikimedia Users in Indonesia

Once Wikmedia’s registration is verified, all previously restricted services, including access to the subdomain auth.wikimedia.org, will be normalized promptly. This move will restore seamless access for millions of Indonesian users who rely on Wikimedia for free knowledge and education. The government’s approach balances regulatory oversight with the importance of maintaining accessibility to valuable digital resources.

Summary of Key Points

  1. Wikimedia must complete PSE Lingkup Privat registration according to Ministry Regulation No. 5/2020.
  2. Registration provides legal accountability and an official liaison for resolving content and security issues.
  3. Non-profit status does not exempt platforms from protecting Indonesian users’ personal data.
  4. Komdigi offers technical support via helpdesk.pse.komdigi.go.id to facilitate registration through OSS.
  5. Access restoration to Wikimedia platforms will happen immediately after verification is confirmed.

This regulatory compliance effort reflects Indonesia’s commitment to fostering a secure and transparent digital environment. It also underscores the importance of collaboration between the government and global technology platforms to protect users while maintaining open access to information. In the near future, Wikimedia users in Indonesia can expect the restoration of their usual services, reaffirming the government’s dedication to digital inclusivity balanced with legal oversight.
