Bali Private Hospitals Speed Up Digital Shift, BPJS Claims Could Move In Minutes

For private hospitals in Bali, digital transformation is no longer being treated as a distant upgrade. It is now tied directly to medical administration, BPJS Kesehatan claims, and the legal validity of hospital documents.

The shift is being pushed by the mandatory electronic medical record framework set out in Permenkes No. 24 Tahun 2022. That requirement has expanded the role of digital systems beyond patient data storage and into e-prescriptions, claim validation, and electronic signatures for hospital paperwork.

Claims and cash flow are driving urgency

Among the clearest reasons for the move is the effect on BPJS Kesehatan reimbursement. Frizco Surgaria from BPJS Kesehatan Wilayah XI said administrative document mismatches are often the main reason claims are delayed.

When electronic medical records are fully integrated, claim documents can be handled more transparently. The process is also expected to reduce the time spent on manual verification, which has long placed a burden on health facility staff.

Hospitals face a new operational standard

The digital shift is not only about technology adoption. For hospitals, it has become part of daily operations, especially as healthcare competition grows and institutions are expected to respond faster.

To address that pressure, ARSSI Cabang Bali and Privy held a CEO Meeting that brought together 50 leaders of private hospitals, representatives from the Ministry of Health, and BPJS Kesehatan. The discussion focused on readiness to use certified electronic signatures as part of hospital operational legality.

dr. I Nyoman Gede Bayu Wiratama Suwedia, MARS, chairman of ARSSI Cabang Bali, described the collaboration as a collective effort to respond to the technical challenges of digitalization. ARSSI chose Privy because its identity and digital signature solutions are already used by many large medical institutions and have recognized legal force.

Legal documents remain a central concern

The move toward digital systems also touches the legal status of hospital documents. Electronic signatures with valid certificates are seen as important for maintaining the accuracy of patient treatment histories across referral systems and interagency claims.

Haidar Istiqlal, S.Kom, MARS, who leads the Advanced Health Work Team at the Ministry of Health, said electronic medical records are a strategic investment for building a nationally integrated health data ecosystem. He stressed that properly certified electronic documents can help preserve medical record accuracy from referral to claim processing.

That legal layer matters because digital speed alone is not enough. Hospital documents still need to remain verifiable and trusted by healthcare stakeholders.

From days to minutes inside the hospital

Privy’s Vice President of Business Development, Bara Sakti Walandouw, said integrating certified electronic signatures can cut internal hospital bureaucracy from days to minutes. Approvals for medical procedures and interdepartmental documents can move faster without reducing security protection.

Privy said the process remains protected with high-level encryption. At the same time, the electronic documents must still be legally verifiable so trust in healthcare operations is maintained.

A broader shift in Bali’s health system

The current push reflects a larger reality: electronic medical record implementation is now mandatory across health facilities. In Bali, private hospitals are showing that the digital health ecosystem is increasingly seen as the foundation for more efficient services.

The impact is expected to be felt by JKN participants through smoother service processes. For hospitals, the benefit lies in faster administration, stronger document legality, and more stable claims processing under growing demands for speed.
