Otto Toto Sugiri’s return to Indonesia’s top 10 richest people is closely tied to a business he started after considering retirement. Forbes ranked the technology entrepreneur seventh in Indonesia as of July 14, 2026, with a net worth of US$8 billion.
His wealth was valued at about Rp 144.5 trillion, placing him 460th on the global rich list. The main driver is PT DCI Indonesia Tbk, or DCII, the data center operator he founded with business partners.
A Return Through Digital Infrastructure
After Telkom Indonesia acquired Sigma Cipta Caraka in 2008 for US$35 million, Otto had considered stepping away from business. He instead identified a new opportunity as policies encouraged the use of domestic data centers.
That opportunity led to the establishment of DCII in 2011 with Marina Budiman, Han Arming Hanafia, and other partners. The company focused on data center infrastructure for corporate customers in Indonesia.
DCII pursued Tier IV certification in 2014, becoming the first Tier-IV data center in Southeast Asia. The certification matters to corporate clients because the infrastructure is designed to maintain service availability during major disruptions.

From Banking Software to Internet Access
Otto completed a Master of Science in Engineering at RWTH Aachen University in Germany in 1980. After returning to Indonesia, he developed local software for oil companies and a system for managing disbursements of fishermen’s loans in Papua.
He joined Bank Bali in 1983 and developed accounting software to support the bank’s operational efficiency. This work provided the foundation for his next technology venture.
In 1989, Otto established Sigma Cipta Caraka with six former colleagues from Bank Bali, including Marina Budiman. The company started with US$200,000 in capital and expanded as banking deregulation increased the number of banks in Indonesia to 240.

Sigma Cipta Caraka is now known as Telkomsigma following its acquisition by Telkom Indonesia. Otto’s technology ventures also extended to Indointernet, or Indonet, which he founded with Marina Budiman in 1994.
Indonet is known as Indonesia’s first internet service provider, opening public access to the internet. It listed on the stock exchange in 2021, before Otto and other founders sold their shareholdings to Singapore-based Digital Edge in 2023.
