Reddit Returns to Indonesia, But PSE Rules Now Set the Terms

Reddit is back online in Indonesia after the Ministry of Communication and Digital Affairs, known as Kemkomdigi, lifted the block on the forum platform. The reopening, however, comes with a firm condition: Reddit must register as a private Electronic System Provider, or PSE.

For the government, the requirement is more than a formality. It is meant to establish accountability, strengthen user protection, and give authorities a clear channel for handling violations in the digital space.

User protection remains the main argument

Telecommunications observer and ICT Institute Executive Director Heru Sutadi said PSE registration offers direct benefits for users. He noted that compliant platforms give the public clearer complaint procedures, better handling of illegal content, stronger personal data protection, and faster coordination when service abuse occurs.

Heru also stressed that PSE registration should not be treated as a box-ticking exercise. In his view, it signals Reddit’s commitment to running its business responsibly in Indonesia, while also giving the government an official route to respond if legal violations or data leaks occur.

Key Issue Impact
PSE Registration Creates platform accountability and regulatory certainty
User Protection Clarifies complaints, illegal content handling, and data protection
Government Coordination Makes it easier to respond to violations or data leaks

Freedom of expression remains a concern

Heru welcomed Reddit’s return as a digital discussion space with broad informational value. At the same time, he warned that enforcement should not become a barrier to users’ right to speak freely.

The main challenge for Reddit now is to keep that balance transparent. He said the platform must have a fast mechanism to deal with illegal content such as child pornography, online gambling, fraud, and other unlawful material without disturbing legitimate discussion.

Why Kemkomdigi allowed access again

Alexander Sabar, Director General of Digital Space Oversight at Kemkomdigi, said the normalization of access followed a review process and strict verification of regulatory compliance. Based on the government’s checks, Reddit had made significant adjustments to align with Indonesian law.

Kemkomdigi approved the reopening after concluding that those regulatory requirements had been met. One concrete step already taken by Reddit is geoblocking for Indonesia, which is used to block or remove illegal content such as gambling, pornography, and other material that violates the law.

That measure was one of the main reasons the US-based platform was eventually restored after being blocked since 2015. Attention now turns to whether Reddit will complete its PSE registration soon, so that a digital space that is safe, lawful, and still open to public debate can operate more fully in Indonesia.
