Rather Than Send Raw Data Home, China Wants 1,000 AI Satellites to Process It in Orbit

China is pursuing an orbital computing network that could eventually include about 1,000 satellites capable of processing data with artificial intelligence in space. The concept is designed to reduce the need to transmit complete sets of raw satellite data back to Earth.

The planned network, called Xingshu Plan, would allow satellites to analyze collected information in orbit before sending results to ground systems. This would give satellites a role beyond gathering and relaying information.

Under the conventional model, raw satellite data is generally sent to Earth for processing. Orbital computing instead places processing capability aboard satellites, allowing only the required output to be transmitted down.

Supporters of the approach see potential for lower transmission delays and reduced pressure on communication capacity between space and Earth. The network is projected to support AI-related needs and remote sensing.

A Phased Buildout

Shanghai Xingshu Tiansuan Space Technology has described the initial launch as a step toward commercially operating a space-based computing network. Its development plan moves from technology verification to a commercial constellation and then to a much larger operational network.

The verification phase is planned to include two computing satellites and 12 edge computing satellites. This stage is intended to establish the technical basis before the constellation expands for commercial use.

At the commercial stage, the plan calls for 50 computing satellites and 100 edge computing satellites. The final operational target is a network of roughly 1,000 satellites, although the breakdown for that phase has not been specified.

Computing Moves Beyond the Ground

The project presents satellite systems as a possible layer of computing infrastructure rather than only a source of observations. By processing information closer to where it is collected, the network aims to limit the volume of data that must travel through space-to-ground links.

China Daily identified Xingshu Plan as Shanghai’s flagship space-computing constellation project. The name Xingshu comes from a Chinese term meaning a center of stars.

The project was announced at a future computing forum during the World AI Conference, or WAIC, and the High-level Meeting on Global AI Governance 2026 in Shanghai on Saturday, July 18. Chinese President Xi Jinping also attended the event.

Reuters reported that Xi positioned Beijing as a leader in a new global AI order. Space-based computing infrastructure has emerged as an area of interest amid broader competition to develop AI technology.

China is not alone in exploring this direction. SpaceX, owned by Elon Musk, was also reported to be advancing space-based computing initiatives to accelerate AI development after joining xAI in February.

The scale of the Xingshu Plan will depend on its ability to move beyond the early verification constellation. Its commercial expansion and eventual operational deployment will determine whether orbital AI processing can function as a larger data-processing network.
