Tencent Cloud’s AI-Driven Migration Cut XLSMART’s Cloud Shift to 4.5 Months

Tencent Cloud completed a large-scale migration for XLSMART in just 4.5 months, with the work carried out without downtime. The project stands out because AI was used across the migration process, not only in isolated steps.

The result came from a broader push to modernize XLSMART’s digital infrastructure after its merger. For a telecom operator managing millions of customers and a highly fragmented technology environment, the move marked a significant operational milestone.

AI at the center of the migration process

Tencent Cloud embedded AI capabilities across the migration workflow through CodeBuddy, WorkBuddy, and TokenHub. These tools helped reduce manual tasks that would normally take months into work that could be completed in days.

During execution, more than 20 intelligent Skills were developed to guide the migration from identification through system cutover. Tencent Cloud later combined them into a unified AI migration platform intended as a blueprint for future cloud transformation projects.

Why the migration was so complex

XLSMART was formed from the strategic merger of XL Axiata and Smartfren and officially established in April 2025. The company now serves more than 69 million customers and has become one of the pillars of Indonesia’s telecom sector.

That scale brought a fragmented multi-cloud architecture, along with 60 core applications that needed consolidation. Management chose a system unification strategy in December 2025 instead of a simple lift-and-shift approach.

The project also had to account for organizational restructuring and the involvement of more than 10 third-party vendors working across different languages. As a result, XLSMART opted for a full redesign of the system architecture rather than a quick relocation.

Automation replaced manual-heavy analysis

The most time-consuming part of the old architecture review was accelerated with two main Skills. One scanned multi-account environments automatically, while the other instantly produced Low-Level Design documents and visual diagrams.

This automation reduced the administrative burden usually tied to spreadsheet-driven workflows. Engineers could then focus more on architecture refinement, while Terraform conversion and automatic cutover playbooks kept the process connected end to end.

Security, localization, and no service interruption

More than 20 core products supported the transition, including database systems, container management, and cybersecurity tools. Tencent Cloud also made more than 200 custom feature adaptations to fit local user habits in Indonesia.

One of the solutions used was Database Claw, an intelligent agent designed to improve database management efficiency. Through strict testing and infrastructure hardening, the migration was carried out without disruption and with zero downtime.

Poshu Yeung, Senior Vice President of Tencent Cloud International, described the achievement as a new benchmark for the technology industry. XLSMART’s Chief Information & Technology Officer, Yessie D. Yosetya, said the project created a resilient digital foundation for the company’s next phase of growth.
