XLSmart Takes the Biggest 700 MHz Block, Telkomsel Leads the 2.6 GHz Auction

Indonesia’s latest spectrum auction has drawn a clear line between the country’s largest mobile operators, with XLSmart securing the biggest block in the 700 MHz band and Telkomsel finishing on top in the 2.6 GHz band. The result became final after the objection period closed without any challenges.

According to Komdigi, the selection outcome remains unchanged and was based on the official announcement from the Selection Team regarding the results of the 700 MHz and 2.6 GHz radio frequency users selection for mobile network services in 2026. The objection period lasted two working days after the results were announced.

In the 700 MHz band, XLSmart emerged with the largest block at 30 MHz, backed by a bid of Rp1.060.200.000.000. Telkomsel and Indosat each won 20 MHz in the same band, with identical bid values of Rp642.500.000.000.

The 2.6 GHz band told a different story, with Telkomsel taking the lead through an 80 MHz block worth Rp545.840.000.000. Indosat followed with 60 MHz at Rp372.000.000.000, while XLSmart received 50 MHz with a bid of Rp231.600.000.000.

Komdigi said the winning operators must not only pay the Biaya Hak Penggunaan Spektrum Frekuensi Radio for Izin Pita Frekuensi Radio, or BHP IPFR, in line with the law. They are also expected to support broader efforts to build inclusive digital sovereignty.

The commitments include providing mobile broadband access services with at least Long Term Evolution or 4G standards in selected villages or urban wards. Komdigi has designated 538 villages and urban wards for that obligation.

There is also a 5G service requirement for selected cities and regencies included in the commitment package. The target is to reach at least 51 percent of the national population coverage.

Komdigi said the process will continue with the preparation of the minutes of the selection results before the Communications and Digital Minister formally appoints the winners. The ministry stressed that the final decision will be binding under the applicable laws and regulations.

In its statement on Tuesday (14/7), Komdigi described the auction as part of the government’s effort to maximize the use of radio frequency spectrum. The broader goal is to improve mobile telecommunication services, expand equitable broadband access, and accelerate digital transformation across the country.
